Term and conditions for Childcare and Early Years Capital Grant Programme Small Grants Scheme 2024 to 2025

All providers in receipt of confirmation for Small Capital Grants 2024 to 2025 will be expected to formally accept the offer in writing. An email is acceptable.

You must also agree to the terms and conditions attached to the grant offer letter:

  • The funding is being provided by the Welsh Government and this must be acknowledged in any literature such as newsletters, issued to parents, and the Childcare and Early Years branding should be used
  • In accepting this offer of funding the applicant agrees to provide Childcare and Early Years places for a minimum of 5 years from the date the grant funding is paid. If not, then it will be liable to repay all or part of the funding allocated. We will look at each case individually
  • If the applicant decides not to accept children being funded via a Welsh Government funded programme, then they will be liable to repay all or part of the funding paid. This will not apply if the applicant can clearly demonstrate that they would welcome children under these programmes but there is no capacity
  • The funding must be spent solely on those items deemed eligible for funding, if there is evidence that any part of the funding has been used for ineligible items then the applicant will be required to repay that amount
  • The grant must be used for capital improvements and resources that will be dedicated to improving the settings standards and operation
  • A provider may apply for funding for the same setting more than once in any financial year, provided that the total amount awarded to an individual setting does not exceed:
    • Childminders: £10,000
    • Childcare providers registered for 15 or fewer: £10,000
    • Childcare providers registered for 16 to 29 places: £15,000
    • Childcare providers registered for 30 or more places: £20,000
  • Receipts for all expenditure will need to be returned with a monitoring form and pictures for evidence purposes by 23 December 2024 at the latest for reimbursement of expenditure
  • Isle of Anglesey County Council / Welsh Government have the right to conduct monitoring visits to ensure that the grant money has been spent exactly as stated in the ‘Letter of Grant Confirmation’, and that all the terms and conditions are adhered to for the term of the grant (5 years)
